The number of mass flow meters and bulk meters increased when the fuel quality assurance program began in 2007. Fuel production plants and pipeline terminals were required to license commercial meters and are now tested regularly.
The number of refined fuel meters and LP meters decreased because of trending consolidation of fuel delivery companies. There are increasingly fewer companies for consumers to choose from for small business, farm and home deliveries of fuels.
