DES MOINES – The Iowa Board of Veterinary Medicine has reached a settlement agreement with Harmohin Ahluwalia, DVM, of Davenport that limits his practice of veterinary medicine and prevents him from performing surgery or surgical procedures. As part of the agreement Ahluwalia admitted that he failed to comply with the applicable requirements of Iowa Code section 169.13(7) and Iowa Administrative Rules section 811.
The case dealt with Ahluwalia failing to meet the minimal standard of care in performing a declawing surgical procedure and failing to meet the sanitary condition of his surgery.
As a result of the agreement, Ahluwalia is limited to performance of routine vaccinations and rabies vaccinations, routine physical exams and diagnosis, blood test work for heartworms and checking of stool samples for parasites.
As part of the agreement Ahluwalia also agreed to unannounced compliance inspections of his facilities and if violations of the settlement agreement are found, he agreed to waive his right to a hearing and consents to the Board revoking his license to practice veterinary medicine in Iowa.

The Iowa Board of Veterinary Medicine consists of five members appointed by the Governor and confirmed by the Iowa Senate. Three of the board members are licensed veterinarians and two are general public members who are knowledgeable in the area of animal husbandry. The State Veterinarian serves as Secretary of the Board. Among their duties are serving as the licensing board for veterinarians in Iowa.
